                              That article states:

                              According to the report, the policy change occurred after 1993 when attorneys under the administration of then-governor Tom Ridge "interpreted the same regulations that had permitted annual inspections for years to no longer authorize those inspections." Thereafter, only inspections triggered by complaints were authorized.
                              Tom Ridge is a republican. According to wikipedia (which I don't trust here) it states:

                              Over Ridge's tenure, the Commonwealth's budget grew by two to three percent per fiscal year and combined tax reductions totaled over $2 billion. Ridge created and grew a "Rainy Day" Fund balance to over $1 billion to be utilized during an economic downturn or recession.
                              So, if it weren't almost 3am here, I'd be looking for articles showing that Pennsylvania also had budget cuts in those years and if any came from the relevant departments.

                              That said, I hope Kermit burns. I don't think it's that reasonable to consider the service he was providing as a gold standard for what abortion services ought to look like, under any circumstances. It sounds more like what you'd expect to find if abortion were actually illegal. And Guy, I hope that women gets her hands cut off for stealing. Then her tongue for being a *****.
