In the US transfer payments are a bit more complex. I read that 10% or so of federal spending is actually in Virginia due to the large number of military bases in Norfolk and the Northern Virginia regions and other miscellaneous government facilities around the Washington area. However, the allocation of this spending is not based on need but based on where the federal government should locate its facilities. Thus, I don't think this is really seen as "unfair" since you can't exactly build a shipyard in Kansas.
What you are referring to (ie military bases) aren't considered transfers here as the feds own, operate, and maintain them directly (it is under their division of powers - see here: http://en.wikipedia.org/wiki/Canadian_federalism#Federal ). The Feds don't put a base in Ontario then pay the province to run it. It doesn't work that way.
I don't totally get the point of your strict transfer payment scheme. Personally, I think it seems to encourage provinces to race each other to the bottom of whatever metric you use to squeeze more money from the feds.
Philosophically it is for the reason I mentioned earlier - As a nation we have decided that all citizens, regardless of where they live in the country, should have access to a basic level of services. Transfer payments are designed for this reason. A "race to the bottom" would not work as the formula is subject to amendment (it was recently amended to allow for recent oil revenues in a long-time "have not" province, Newfoundland). If the system becomes unsustainable it will be changed.
Politically (and perhaps cynically) it can be argued transfer payments are an ingenious way for the Feds to intrude into Provincial jurisdiction. "We'll give you cash to help pay for those hospitals but of course we will want a future say in how things get done..."

That is precisely what mandates are in the US and governors of both parties, depending on the state, really hate them. California loves them because they keep needing their stupid ass bailed out by the feds because Sacramento can't get its **** together. But state governments that are actually functioning seem to dislike them in general.
