California loses 6 representatives.

Canada would have 44 representatives and 20 senators, under the 10 state solution. Under the 5 state solution, they would have 44 reps and 10 senators, with one seat moving from eastern canada, to western canada.

To give you a better idea, they would have the same clout as new england plus New York, New Jersey and Delaware under the 10 state solution.

In the 5 state solution, they would have as much clout as New England minus Connecticut.

There's one seat that would be uncertain.

New Mexico could lose a seat to either Manitoba or Utah.

Population has always been important with regards to senate representation. It's why slavery wasn't abolished peacefully through the legislative branch despite the fact that most of the population was Northerners. Southerners had disproportionate representation in the Senate relative to the North. In your plan, Canadians would be over-represented in the Senate.

(of course, even today, Wyoming residents are over-represented in the Senate relative to California residents)

I'd say the main reason for slavery not being abolished peacefully would be that the southern states were willing to revolt in order to preserve it. When the free states finally did outnumber the slave states and a president who didn't like slavery was elected the southern states started seceding before he even took office.

Anyway I think Ben wants Canada to be dominated by a more right wing country and that's the real reason he fantasizes about Canada joining the US and only controlling 9% of the senate.
