This was before my time, but I'm pretty sure the Red Cross didn't "collapse", but rather their legislated privilege of being the only agency in Canada able to collect blood was removed and given to the newly created Canadian Blood Services.

All we did was replace one organisation with another. Donations dropped, and the whole tainted blood scandal was aimed front and centre at the Red Cross.

It was thought that rebranding an entirely new system would get the people out who were responsible, and encourage people to donate again.

It wasn't the only reason, but it was the trigger to drop the Red Cross out of blood donations entirely.

If you could halve your risk by excluding 5 percent of your donors, would you do it.

This is called ratios, Mr. Fun. Please try to keep up.

I'm not answering this question because your claim that this would halve the risk of contaminated blood is not substantiated by evidence.
