Which completely counteracts any benefit derived from the change in policy. I'd expect given what we know today that the exact same thing would happen if the policy were changed. Fewer people would donate, and they would not donate as much.

If they are dependent variables, what would be the costs associated with the policy if the blood supply goes up as a result? Wouldn't that be a win/win situation?

Possibly, but now you've introduced another element to the hypothetical.

Yes, even more so I believe. It was one of the reasons why the entire Red Cross up here collapsed and was replaced.

That's my position. I understand the desire to permit everyone to donate, but I don't think it's helpful to the blood supply, and I'm not really confident in their ability to screen out tainted blood.

To me, if asking a few questions weeds out most of the tainted blood, then I'm all for it, rather then relying on the labs and folks behind them. It only takes one slip up to infect someone with HIV, so I'd rather have more then one line of defense.

This was before my time, but I'm pretty sure the Red Cross didn't "collapse", but rather their legislated privilege of being the only agency in Canada able to collect blood was removed and given to the newly created Canadian Blood Services.
