The single-paragraph blurb on Canada is awkward. However, the bit on border agents makes no sense the way you are interpreting it, and since even the RCMP is concerned about counterfeiting and the rules for border agents in Canada, why would a US report that includes counterfeiting not mention it?

The article also includes a quote about the WIPO internet treaties...the US is also pushing for Canada to ratify that, as that would explicitly make downloading and possessing copyrighted materials illegally obtained illegal. It's part and parcel with the seize-laptop bit.
