Actually, there has been much debate in regards to shields and ensigns as they relate to the provinces. Not until the post WW2 Era, was there any real significant standardization of Provincial emblems. That being said, the same thing holds true to the Red Ensign prior to 1921. The only flag which has actually remained the same over time is that of Nova Scotia(as the inverted cross of St. Andrew, is the actual historic flag of the province).

The court system is very capable of handing murders including people who go on a shooting spree. I don't see why Ben's becoming even more of a ****** over this.

Just to inject some factual matter into this discussion, not every HIV positive baby born to a woman who is HIV positive was HIV positive before birth. Many infants contract HIV at birth. There are drug protocols that can prevent most of these infections, so it's important to know if the fetus of an HIV positive mother is free of infection so the protocol can be administered. That's why it's important to test for HIV infection [I]in utero[I], so that healthcare givers can plan ahead to try to keep the infant from getting infected.

What this Republican legislator is proposing is virtually tantamount to forcing HIV infection on innocent babies.
