There's simply no reason we need to tax the people right now. Why should we tax ourselves right now more? Over the past 10 years we've had a net surplus in the many billions of dollars.

You save most or much of it. You build up a pool of capital that will be available to fund the province for generations to come, or until Goldman Sachs figures out how to steal it.
What you don't do is have the lowest taxes, no sales tax, and blow all the cash paying wages and the other ongoing bills.
