That was probably part of the problem.. A lot of the people here hated it so bad that they gave up on it quite quickly. So the modders weren't the center of universe since there was no one around to suck up to their oversized egos. They refused to believe just how bad a game it was and went someone else for adulation.It's almost as if all his overconfident, absolutist assertions were spoonfed to him by a trusted website or subreddit. Apolyton site navigation has always sucked. As for lack of on-topic content, you have to ask yourself why that happened. And at least part of that answer is on-topic CIV was not moderated in a style that is conducive for on-topic content to be created, or found.
Given the nature of this site, and the Civilization series (which doesn't have yearly releases), right around game release for the core Civ game is the critical time. If it's screwed up then, your next real chance to draw in new posters in numbers, and keep them, is the next core game release. Civ III was handled in that regard much better by this site than Civ IV.We were losing on-topic posters well before we loosened up here.
That's certainly a part of it. I don't interact much with the modding community, so I'd let them give the reasons for that.We didn't cater to the modders and they found another home.
If you go back to my original response to you in the "Helping restore Apolyton", I outlined other reasons as this site's CIV community struggled as well. I certainly do not have experience with every issue on this site, so do not address those which I have no knowledge of. Like the aforementioned modding community. I told you why Civ IV on-topic, specifically the analysis of the game like happened in Civ III Strat forum, did not create the type of community that Civ III did in that regard. And yes, moderation of the on-topic area is a big part of it.I'm not saying it didn't contribute, but to lay the blame mostly there is putting your head in the sand and I hope the new management doesn't think that was the major cause, because if so, things will never get better.
I was Civ III strat forum (and various offshots of it). That's where my experience lies. That's where I would have been for CIV... so that's where I have input to "help you restore Apolyton". Don't fall for the red herring of assuming just because something is specified, all else is discounted. Specific ssues have to be dealt with specifically.
It was you and Ming who chose to focus solely on the moderation portion of my post, (and twist it at that, to mean something else entirely). (I did say if Ming was intentionally twisting the complaints that he killed Apolyton. That is because if he was doing so intentionally, I would assume he was doing so with the "wimpy" mods as well, and thus is responsible for the leaving of just about everyone who's left. Sorry if that confused you.)

Ming stood staunch against way harsher level of rebellion than we have seen now...and basically showed how it's done. And did it just out of Civ community. (Me voting him into the Senate at 5 times any poster by using every computer in NW chem labs had a role maybe in getting Markos to subject him to that...but still...everyone knew Ming from Addicted and he was a great find.) Basically you guys had your favourites whom you allowed to get away with the most outrageous behaviour whilst harshly clamping down on others, like Asher, who were frequently the butt of these excesses.

Much as I dislike the manner in which they left, the Panda ****ers do have one or two justified arguments about modding on Poly.
Once you apologise for things like that, we can move on - not to mention praising you both for the thinks you actually did do right, and how we can all make this site better together.
I support the moderator's use of favoritism. Makes sense. You have to have some discrimination.

I'd target the treads of the usual suspects, read the ones which have interesting titles, and rely upon the report feature to find most of the rule breakers. If I happen across some mean spirited posts then I'd warn or ban as is appropriate.Try http://wordforge.net/index.php for discussion and debate.
