Washington, simply for the one action of refusing to run for a third time. That counts for more than all the rest he did put together. If he had died in office it would have set a very very very bad precedent that far too many presidents would have followed.

Hoover took over office exactly when? Less than a year before the crash, it must have been him! Who could honestly think that the bubble grew due to the lack of control of the booming market for many years under Harding and Coolidge.
Next you'll blame Obama for the current crisis because it happened so shortly before he took office!

The GOP is already doing that.

My vote goes to Washington. Most leaders who become great in times of war tend to outstay their welcome once peace returns. The American revolution was the start of a good thing, and Washington had the humility to step down and keep it that way. Compared to other major nations that had a change of government through revolution (China, Russia, France, to name a few) I'd say the American model has done unexpectedly well. Although many different great U.S. leaders are to thank for it, Washington was the first.

Hoover took over office exactly when?
                            He took over in 1929.

Less than a year before the crash, it must have been him!
Apparently so. The problem is not so much what he did to lead up to the crash, but what he did afterwards to turn the crash into the great depression.

Who could honestly think that the bubble grew due to the lack of control of the booming market for many years under Harding and Coolidge.
That's like blaming Coolidge for massive economic expansion. Economies are cyclical. They have booms, then a downturn. Hoover and FDR are to blame for the recession of 1929, which was overdue, extending to the Great depression. The markets were actually recovering in 1930, prior to Smoot-Hawley, and the market intervention of Hoover.

Next you'll blame Obama for the current crisis because it happened so shortly before he took office!
I do, the market had a massive downturn coinciding with Obama's election, and then slid further as Obama unveiled his economic plan. Sure the downturn isn't entirely his fault, but his policies have worsened the recession considerably, such that it is the worst recession since the Great Depression. If he continues to interfere with the market, we could have Great Depression style collapse. The markets have finally stabilised, so as soon as Obama learns to keep his mitts off, we'll be fine.
