The CFC OT being strict is precisely the reason why it is so popular, even among the trolls. We're still a wretched hive of scum and villany in the OT, we just have to be smart about it, and reach a higher level of wit.
I'm disinclined to believe this. While CFC's OT is more popular than poly's, CFC gets more traffic in general than Apolyton nowadays. As a proportion of each site's total traffic, though, I think Apolyton's OT is a more popular destination than CFC's OT.
It seems quite a few people are recommending that we become NAZIs here.

Did you read my post about what people at CFc said about Apolyton? It's actually informative and tells you a lot about the target audience you are looking for so why not actually read it?
Who the **** cares what CFC says? I take it as acknowledgement that something is right, if I take it at all.

I think they've been asking for tighter reigns on the OnTopic forums. I don't see what CFC's mods shut down every thread they disagree with. I could go with not trolling the Ontopic guys, I hardly go up there. CFC is annoying, I can't troll their Off Topic for more that 10 minutes at a time.
Speaking as an Apolytoner turned CFCer, harsh and consistent moderation is the clear reason why CFC's OT is more popular, and why many people join just for the OT. There's still plenty of trolls there, though less per capita because we didn't alienate everyone away like Apolyton did, it's just that they need to be creative and funny in order to not be banned. And in general, show more intelligence.
The community here sucks. It sucked ever since Civ3 was created. It sucked ever since this place became spam, and degenerate unoriginal flaming became tolerated. People stick to communities which they like. That's the reason why Apolyton has such a low retention rate and lost everyone to CFC. The moderator actions in CFC seem harsh because Apolyton has none. And while the mods are quite harsh in CFC anyway, that's precisely why many people stayed, because there could be a friendly atmosphere to chat in. And while I can certainly understand the frustration of people who fear that they can't let out steam in a harsh moderating environment, that's why we have #fiftychat and keep it in private from the forum.
I have tried posting in the OTF at CivFanatics but it's like watching paint dry. A quick check shows it to be not too much more popular than Apolyton's, but demonstrably more dull and nondescript.
If you found exactly what you want at CFC, then there's nothing to be gained from Poly cloning it.

Well seeing as I've been seriously considering asking for a lifetime membership as a birthday gift, that should sum up my feelings about the site. I wouldn't even notice it TBH, and I would find it more enjoyable.
That being said, Poly is Poly. Stick with who you are and you can't go wrong.

Being nice to people might help convince people to come here.
Which is what I'm saying.
However, there are people who simply can't be nice. Thus the need for harsher and orderly moderation in order to enforce a friendly community. This is the entire point of moderation.
Even the non-nice people in CFC like the harsher moderation. Trolling becomes an art, something that requires effort. It's actually entertaining.
