I'd say that it's pretty clear that Dale has gone far over the line, whatever it is that Asher did or did not do.

He's made death threats against a poster by PM and has deliberately abused admin powers.

Any normal organization would apologize to Asher at this point and permanently distance itself from the offender.

To be honest, I don't think anyone sensible would interpret that message as a serious death threat, but it is a grievous abuse of his powers and one that ought to be dealt with. An IP ban would be the best way to treat this.
