See above. There is no popular rule in Iraq. The Sunnis are under-represented and the Maliki government is attacking the largest Shia organization in order to prevent it from increasing its representation in October. Plus, real power is still in the hands of the U.S.

I don't think many people think Afghanistan is a democracy. It isn't because of communists or not, but because the rulers are individual warlords who rule over pieces of Afghanistan, not the people.

The bulk of the violent deaths came from intersecterian fighting, the result of the inability of the US to create stability in the country.
There are also deaths from the lack of basic services, which most people don't count, but the failure of this administration to have a solid plan for the aftermath of the fighting is one of the causes for the deaths of those people.
It is correct to blame this amdinistration for the thousands of people who have died due to the bad or non-existant planning done about how to manage the occupation after Saddam's Army was defeated.
