The world, in the last three hundred years, has not changed except in that sense.

You of course would also have to figure a slower advance in the West, given that Western economic dominance was built in part by massive exploitation of African resources and African labor (and earlier exploitation of the Americas)

The West did not just gift anything to Africa. All those railroads in Africa that people mention - they were built by Africans and paid in full by the explotaition of African resources extracted by Africans.
Absent Europeans, who would have gotten Africans together for long enough to build railroads? There was nothing resembling nation-states in Africa. Who would have enabled long-distance trade? Why do you think this would happen by itself? Eritrea is having huge difficulties rebuilding their one railroad line today, and they're one of the better organized African states.

And let us not forget the civilizations of northern Africa, stretching from the delta of the Nile to the waters of Casablanca.

Then again, there's been a major multination conflict in the Congo, and conflict in Darfur and Chad in the north. Wars are bad for the economy (unless you're into war profiteering )

Africa is a place with great income inequality. GDP/capita is not a good measure of living standards. Times were better for the rich 50 years ago but most people lived on subsistance income just as they do today.
