I'm fairly sure that carriers have nukes, and that there would be other nukes, that wouldn't necessarily be on US soil. If we still maintain B-52's in the air at all times with nukes then those will still exist. But if they did remain, I find it more likely that US troops would blackmail world governments for resources and funds. Or heck even selling some nukes on the black market. A charismatic general or two might try to go Genghis Kan. Techno-barbs maybe. You didn't say anything about no subs or no nukes in the original post. I reject your new parameters. I will assume that any forces out of the U.S. are as they were.
