It looks like a bowl of rice noodles, fish eggs, a ball of wasabi, a ball of something else which I can't identify, some greens, and a live octopus. I believe that is a hot soy sauce they're pouring on the octopus so he's getting partially cooked alive which is why he started flailing about.
Edit: Oh, and there is a bowl of miso soup next to the octopus bowl.
A couple of hours. Usually at Japanese restaurants specializing in live or ultra fresh seafood they have fish tanks and they pull the fish out of the tank, wash them off, and then put them on a plate. One of my favorite non-sushi Japanese seafood dishes involves the chef grabbing a live fish out of a tank, gutting him, and frying him up right in front of you in less then two minutes. The fish is placed in front of you with the gills still moving so you know it's ultra fresh.
