No, they sped it up because they knew we wouldn't be able to do anything about it once we got bogged down in Iraq, and because they knew that if they didn't complete it while we were bogged down in Iraq, they'd never have quite as good of a chance. Having a half-ass nuclear program isn't exactly a huge threat in and of itself. Having a nuclear program intended to produce a working bomb within a decade is.

If not we would have had the ability to threaten them with force credibly. We would have been able to wait out the current president and hope the next guy is more pliable. We could have done a lot of things we can't do now.
Oh yes, everyone. I'm sure Turkey would love a nuclear Iran...

...and the rest is a big game of "if's and then's". If we hadn't declared war on Japan then we could have invaded Normandy faster, if Stalin had choked on some borsch the Cold War would never had happened. Cmon, you're avoiding the problem at hand. Iran's trying to get the bomb.

Do you think the knowledge that we provide would help them get the bomb faster?

Perhaps not. Perhaps it is technology that can only be used for energy generation. If Iran dismisses the offer, then the fact that energy generation technology was not valued highly by Iran in negotiations will be information available to all.
I came upon a barroom full of bad Salon pictures in which men with hats on the backs of their heads were wolfing food from a counter. It was the institution of the "free lunch" I had struck. You paid for a drink and got as much as you wanted to eat. For something less than a rupee a day a man can feed himself sumptuously in San Francisco, even though he be a bankrupt. Remember this if ever you are stranded in these parts. ~ Rudyard Kipling, 1891

              I cross-edited you.

Please note that I know little about the underlying technology, so I can't answer your question.

I see your point, but if they do take the offer then we just trained Iran's next generation of nuclear engineers.

Seeing as how I don't know what we offered, I can neither agree nor disagree with that statement.

Well alright then. I'm not attacking your statement, just making a point on the threat.

And you're bringing up all sorts of irrelevant statements to cover up the fact that we're in this exact mess because Bush screwed up big time.

No offense, but does anyone seriously believe Iran just wants nuclear technology for peaceful purposes? That's right up there in fantasyland with the "Oh, let's just kick their asses." Proving it doesn't really do much... the only hope is that the US acts scared enough that the Iranians decide they don't really need nukes to scare us off, and the penalties for getting nukes wouldn't be worth it. Either way it's a horrible position to be in, and we wouldn't be here with so few options if someone hadn't decided invading Iraq was a good idea.
