Woo! Let's piss off a soon to be nuclear power in a way that can't hope to shut down their program for good. Not to mention the propaganda for terrorist groups. No, they sped it up because they knew we wouldn't be able to do anything about it once we got bogged down in Iraq, and because they knew that if they didn't complete it while we were bogged down in Iraq, they'd never have quite as good of a chance. Having a half-ass nuclear program isn't exactly a huge threat in and of itself. Having a nuclear program intended to produce a working bomb within a decade is.
