New Zealand (according to a Dorling Kindersley Atlas) has:

Around 15000 men mixed up around all above.

the new plane and sub were being developed in the 12 pages while we were neutral.

Before you can use water as a good combustion fuel, years and years of expensive research will have to pass, which you can't really afford either, IMHO. Anyway, in the near future, you'll have to rely on oil - our oil. And before you can even start using water as fuel, you'll need to modify all your military equipment for it, which will take even longer. And all this is under the assumption it is even possible to use water as a fuel, which I'm not sure about.
