It was used as part of Arafat's strategy, to get more land.
He gave the Hamas a free hand, and then told Israel that to stop them, Israel has to give up more.

I wonder what would you do when after finally have got rid of the palestinian and spelt them from their... your... "there", bunches of christian settlers start to build camps around. Of course you would feel rightfull enough to get your tanks over them too. You're the chosen ones.
