PAL's behavior just sucks. We should definitely let the other teams know how PAL broke an agreed deal with us, although I agree we should do this "in passing".

We *have* to antagonize the other teams against PAL before it's too late.

Let's hear what PAL has to say first. And I think maybe communicating this to the other teams individually (adjusted to their style of communication) works better. A public thread might come across as whining.

I am with Kylearan here.
If we complain openly now, we loose what leverage we have against PAL in our negotiations with them.

Also we should consider that not everyone has met yet.

I don't see that we have any leverage with PAL; they reneged on the deal with us and haven't replied to our emails on the subject. Any chance of contacting them in-game to get an explanation?
