Ok, I was close enough to have the right number of troops.
So here is how I arranged our forces:
Arashi: 4 pikemen, 1 regular Med inf, one 3/4 med inf, one 2/3 med inf, 3 cats, 1 vet WC, 2 3/5 WCs.
Tempest: 3 pikemen, 3 cats, 1 vet med inf, 1 reg sword, one 2/5 WC, one 2/4 WC.
What do y'all think of that?

Oh. Ok. Not that it matter much, but then again, Vox can bring one more immortal to bear on Arashi than they can on Tempest (the one on A9).

I'm thinking back up Tempest's pikes with one regular medieval infantry and one regular swordsman upgraded to medieval infantry, and leave everything else that's in Arashi there. So
Tempest: Four pikes, two regular medieval infantry, a 2/4 WC, and a 2/5 WC. Worst case: the 2/4 WC gets killed and the 2/5 WC keeps Vox from entering the city.
Arashi: Three pikes, a healthy veteran medieval infantry, a 3/4 medieval infantry, a 2/3 medieval infantry, a healthy WC, and two 3/5 WCs, all fortified except for one pike. Vox would have to either win or leave us at only one hit point in the six battles against non-WC units in order to get a shot at an elite WC.

Aeson, we need more swordsmen or medieval infantry in Tempest either way, and those won't be fortified whetehr we upgrade them or not. If we move our last unupgraded swordsman from Arashi to Tempest, we can upgrade him without giving up a fortification bonus (since moving costs him the fortification bonus whether he's upgraded or not).
