My only question is what the hell are these "arrangements", and what could they contain that they would take so long? Or who is taking so long to respond to you?

After long and really difficult negocations with the Austro-Hungarian Empire (the difficulty coming from technical problems, the state of the telegraphic connection between Roma and Wien being quite poor...), Lybia has been selled to the Italian Empire were they'll form, with the cities conquered a few month ago, a new Province of the Empire...
