          No, it isn't, the people and their culture is what made civ, change this and you have something different (for example, black jews aren't hebrews, but now they are israelis )

          So, in this case, YES, a case could be made for a Ukranian (Rhutenians -> Ukranians)

          What creates a civ?

          The sense of an individual nationalism that is quite similar between the people of a same area, creating a nation. Things like languages, flags, rules and similar just create more links in these senses.

          So, in this case, YES, a case could be made for a Ukranian (when ukranians feel different from russians)

          How much power or influence need a country for be in a civ game?

          Well, 16/24 civs of thousands that existed in the last 6000 years... Russia had and have a big influence in the world, but ukrania...

          So, in this case, NO, a case couldn't be made for a Ukranian.

              Now find a film about Ukranian jails and you will find another evidence that we are the same civ- we treat our criminals alike. (They treat them a bit worse, we are a bit more humane than Ukranians).

              I don't know, but if it's true- do you think that 1% it's a huge number? Do you have the same statistics about for example USA, or Poland?

                  Russian population is shrinking by 700 000 people each year, some million last year. At the end, perhaps only the prisoners shall be left
