All you should hve to do is to select what civs you want from the dropdown menus.
No, it doesn't seem to work.
-I open the Scenario, Marla's World Map
-I select myself as Rome and on the right, I choose all the civs except America, leaving one box as NONE.
-I start the game and save it immediatley as fixed.sav
-I click on the Correct Start Positions shortcut then after about 3 seconds I get a little window that pops up that says Invalid Type in the title bar and an OK button. That's it. I click OK and nothing happens after that. I try to load the file but CIV III says "failed to load file".

The script changes fix.sav to fixed.sav
If that weren't your problem, report back.
OK, I got the 1.18 and started to play it... then switched back to my own customized (default rules with minor map changes) 1.13. Since the new patch is supposed to stop building new cities once optimum size is reached, requiring 3 pop for Settlers is probably unneccesary (and since I wanted to see if Siberia still becomes the great melting pot of cultural diversity, I wanted the AI to expand as fast as it normally does.)
But here's my other comments (the changes I made):
Thebes is too far north. You have it where modern-day Cairo is. It should be down around that Incense where the Nile splits.
Washington seems a bit too far north, too. It looks like it's where New York is.
Still no Horses in North America... But then add to that the fact that the only sources of Saltpeter in North America will be claimed by the Aztecs almost instantly (even though it'll be centuries before they know it). If you're going to stick with "historical accuracy" on the Horses, then shouldn't the Americans have the Saltpeter monopoly? I added horses myself. Since you need Navigation to trade across Ocean, it's far too long to wait for someone in Europe or Asia to agree to trade with you.
Another nifty thing I did on another map:
Set Gold to a Strategic Resource (requires Currency)
Set Marketplace to requires Gold
Set Gold as Default Money Resource (when you enter a goody-hut that gives you money, a Gold will appear in that square)
Yes it works fine.
No desepering resourses becues of altered rules.
But, some rules should be upgraded to 1.17f

Sory for misunderstanding but that's just a setting for random maps in World Size menu in editor (or when making new custom maps).
You can't make existing maps bigger.
