Any one with a city can vote. The more cities with the faith the higher your vote counts for.
The vote depends on population, my population is the 14th, quite funny . So far the only proposal I could had made was to stop trading with someone. Btw I know very well that I'm actually working against myself in case i wanted religious victory. The way to do that is not to force others converting, but to plant a few (1) city with your state religion to every nation and convert all your own cities so you would had the most vote.
Yesterday I got an e-mail from WarningU2 in which he confirms votes of the following civs:
Greece
Egypt
India
Native America
Korea
Inca
Ottoman
Arabia
Britannia
1 civ forgot to select his civ!
Please next time double check all fields before you submit.
(this time Warning was able to figure it out by looking at the password)
today is last day for voting.
approx 9 hours left.

I did vote yesterday. I have the details here which does include my civ! Perhaps this was before Warnings email. It must have been about 10pm. I'll assume it was, and so that he does now have my vote, unless someone gets back to me.
Please warn me in advance if you're not able to make your turn in time.
I will (try to) pause the game if 1 hour before the end of the turn the last player did not finish his turn or 2 hours before the end of the game if the first player didn't finish his turn.
Happy New War!
