WarningU2 told me that England, Greece, Persia and Rome did not vote.

According to the rules a penalty is in place.
In the "Diplo Score Mechanism" section (see #1 post of this thread) it says:

"Every civ casts his ratings in the first week of the month.
If a civ fails to cast his votes 4 points per category will be substracted."

If any of these 4 civs casts it's ratings within the next 24 hours I suggest we lower the penalty to 2 points per category. If not then they'll receive the complete 4 points penalty per category.

I'm sorry, but we must start to enforce the rules otherwise it'll never work.
Last month we gave some slack to the non-voters, and in the end everyone voted.
This month I suggest this 1 time 50% slack for those who vote in the next 24h.
From next month on we make it the full 100% penalty.

            • it was a bit messy.. after pause it seems we have reloaded the previous turn, but no one asked for it. Anyway it doesnt matter now.
And what is this 'non-voting' lazyness?? ..

Does that mean my votes did not arrive?

                  • @Russia: I don't think you lost a turn.
@Persia: I've asked WarningU2 to look into it.

                    • I finished my belated vote. I don't think a penalty is completely fair though, since the voting page was unresponsive since friday. I tried the old link for a couple of times until I figured out that that was wrong (when did this change? Must have missed it) but the new one was also giving me trouble.

                      • I think some penalty is fair, even with that people don't take it seriously at all. But maybe it should only affect attitude rating, it has nothing to do with stories and such.

                        • hmm actually giving a thought how 'non-voting' affects the score:

those who don't vote, but receive votes from others improve their own rating in all category-that is not fair.
I'm not sure how the current punishment system balances this-if I understand rigth it does the same thing to the ratings as if the non-voting player would had given everyone 4s in all category.-which is actually not a punishment at all.

My point is that it needs more thought because the current system is not perfect-maybe there isn't one-

                          • The penalty is that the non-voters lose 1 'average vote' in every category, which is quite a punishment but not a deadly one.

I do feel guilty this time for not making the vote link change clear. Neither did I send out any "vote period is almost over" warning.

I was busy fixing my server and keeping the game up.
I'm discussing the final penalties with WarningU2 now. (I think it's fair that this is being decided by two people rather then by 1)

Persia, we received your vote after all.
England/Rome: apart from receiving your votes we are now looking into your excuse, which is at least fair in the light of what I said above. Certainly regarding England who made clear several times that he didn't know where to cast his votes.

                            Greece, please let yourself hear

                              How so?

in an example: 1 category, A-B-C civs, C doesnt vote A-B gives an average 4points.

                              A gets : 4
                              B gets: 4
                              C gets: 4+4-4 (penalty)=4

If A-B civs give more than 4 in average then the non voter actually gets relatively better score than the voters.

Your suggested -2 penalty clearly rewards non-voters

Btw I don't really care, I'm just bored as usual and I wonder what would be the most balanced way to do this.

Here is my suggestion btw: non voters get -1 point/day untill they vote or something like that. this way they have to vote sooner or later anyway

                                I like that idea
It must be said though that everyone is way more active voting-wise then in BtP!
2 voting rounds, 29 out of 30 votes casted!

                                A got 4 points from 1 voter = 4 avg
                                B got 4 points from 1 voter = 4 avg
                                C got 8 points from 2 voters and 4 points penalty; = 2 avg

                                The 2 alternative makes it a 3 avg. (4 + 4 - 2 = 6 / 2 = 3)

You only looked at the total number of points.
But the average is decided upon the total number of voters.
