Spain has always had good relationships with the Romans with many important trade deals. I thought it was well-known that Spain had good relationships with the fair continent, while it was excluded and shunned within Meduia. Many years ago when the Inca were exterminated, the Meduian nations could be a rule to themselves and marginalise and attack whichever of their fellows they decided. Now Meduia is open to and accountable to the whole world. I am sorry if you plan to dominate militarily a nation weaker than you has been thwarted by a nation stronger than you, but I fail to see the injustice - those who live by the sword die by the sword. Though hopefully you will have the wisdom to avoid death.
Believing that your proposal is made in good-faith, I will instruct the air-force to pause before beginning its bombing missions. However, I believe that Queen Peneolope should refuse your deal and simply receive back the land you have taken. Indeed you should count yourself fortunate if she does not demand compensation for the destruction you have wrought on her land. I see no reason that she should cede you other cities. However, that is a decision for her to make, and Roman forces will pause until she had indicated what Spanish will is unless they see offensive action by Indians.
