It has nothing to do with the more recent issues of the kamakarzi Mayan state. I was pleased to accept this offer, as demonstration that Rome seeks safety, not land.

    Xristo and Yurya, you lead the two most powerful nations on the planet. Your technologies far outstrip those of Rome or any other nation. So why the complaints when nations more backward that you, help out even less fortunate nations? Anyone would think that you are embarrassed at other nation's generosity because it raises questions about your own.

    I await your arrival at Satricum, where I will be pleased to talk openly and honestly about the Japanese, Mayan and Korean nations. Indeed perhaps we ought to add the Inca to that list; for it is important that justice and impartiality is applied in international affairs.

    I am surprised at your tone.

    The Roman conquest of the Maya is obvious but it is unnecessary. My ministers are saying that Rome appeased both the Khmer and Portugal so that a Roman Empire could be built. I trust that you believe I am not that cynical of you Marcus.

    All the same your international communiques defy logic.

    I say that the Mayan cities should be returned to the Maya (not Russia). There is in no way any comparison with the ancient fate of the Stincas. ALL Khmer conquests were bequeathed to other Meduian nations and there were clear international understandings about this event. We hold no conquered cities and all Khmer cities are our own.

    I will attend your meeting and will be requesting that all Mayan cities be returned to the Maya.

    I am disturbed at my dear Russian friends apparent duplicity in the matter of acquiring Mayan cities. An appeal by them to cease fighting Portugal and turn our gaze to Roman Maya results in us seeing Russian cities that use to be Mayan ones.

    I must declare that the Khmer do have a self interest in the matter as we had much trade with the Maya. Sparta and Rome honoured all agreements to replenish our lost trades with reasonable substitute deals but it remains to be seen how Russia is going to handle the matter.

    I do hope we can all be friends and that calmer heads prevail at the meeting.

      First: i find it a very rude move that not only you admit the infiltration of our cities, but you even show these kind of informations to the public.

      Second: I find it really amusing that an empire who has ten times the military strenght that we have, who has just recently invaded us, worries that we are building troops in one city (only-you forget to mention it in your report).

      We have every right not to repeat the past mistake where our cities were left without defense. I'm sorry if that disapoints you.

      One thing i see from your last public letter: that our friendship doesnt really mean too much for you or you wouldnt state new lies about us. That hermitage was built years before our agreement and anyone who just take a look at the map would see that Japan honored every word of it or else Pierced Hill wouldnt have reclaimed all the land it has now.

      Anyway:
      We demand that you withdraw your spies from our territory or we will be forced to mach these spying efforts!

        I just want to let you know dear prime minister that Russia is actually marching more soldiers to the border cities. I was disturbed to hear their lies about reducing their armies on your borders, when they actually have been sending units to those cities.

        I hope that this information would be helpful and give you even stronger reasons to increase your defenses. A new Russian aggression is very possible against your cities.

            A number of concerns felt by other nations have been brought to my attention. I answer them personally, prior to The Congress of Satricum, where I believe I can proffer a workable suggestion for a full and lasting peace between all.

            Yurya, You have my apologies but Russia was never informed of a pre-existing deal for Sugar supply at the price tendered. Had The Ministry of Trade been aware of this then your trade offer would have been accepted. I have instructed them to return the revised offer to you without the requirement for Spice.

            It would be appreciated if you would remove your Warships from Russian territorial waters as a Destroyer anchored directly off one of Russia’s major ports is something of, I believe the term is overkill, when dealing with a nation without even Coal Powered vessels at her disposal. The rapid approach of two other vessels, albeit of older design, does nothing to aid in an already tense World.

            Xristo, Your complaint about a single Russian Frigate situated where it had been constructed, not ‘brought to these waters’ as you suggest, has been addressed and orders have been issued to put it under sail. I do wonder however, as to your reasoning in placing a Galleon within one Turn of the Russian coast? Likewise, why do you site such large numbers of Warlike Balloons nearby? I am not ignorant of the might and power of Portugal so why do you think Russia foolish enough to attack you? You obviously study Russian City’s closely so you must know Russia possesses neither quantity or quality of Troops to pose any threat at all.

            I must raise one issue of complaint. Russia gives Portuguese ‘men of the cloth’ free access to her lands that they might spread their wise teachings. Russia does not appreciate their use as Spy’s upon her Troop Movements. This is the second time that this has happened and I would hope that in future they stick to matters Spiritual rather than Temporal. That the information they send back to you is inaccurate should serve as a warning that Imams make poor intelligence gatherers and are better suited to their chosen vocation.

            Prime Minister Yukawa, I am sorry that you found publication of Russian Intelligence to be rude. Please be assured that no insult was intended but a watchful eye is ever useful. I have asked The Foreign Ministry to send a private despatch highlighting Russian concerns but also her desire for peace and stability between us. We are both Treaty bound not to engage in hostilities and both Sparta and Rome were joint signatories to that Treaty. Even if Russia could attack Japan she would not, as it would mean me breaking my own word and that I do not do.

            Menelaus, It is to be hoped that we can begin to restore the once fine relations that existed between our nations at The Congress of Satricum. I wish only friendship to exist between us but you must understand that I find it hard to condone two of the World’s greatest Superpowers combining to utterly destroying a nation weaker than either alone. I hope dearly that you might find a way to persuade Maya to peace that the current leader, I am unsure now even of his name, that he too might join us to discuss a solution to the current World crisis at this Congress.

            Marcus, Much that I have said to Menelaus holds true for you as well. I understand that you had just cause to seek to establish a buffer zone and do not condemn you for it. I had no thought to refuse your request that Russia accept the Mandate to protect and govern but two small Islands. It is Russia’s sacred duty to honour any request made by her greatest Ally and nor would I think to refuse my greatest Friend. I still wish to see Maya restored as an active and viable nation and beg of you to seek a pathway to peace. Again, if only to persuade them to attend the Congress, a workable truce would be enough.

              Leaders gathering at Satricum,

              I am saddened to have to share with you on the eve of the Congress the reports I have received from my generals that the Maya have dispatched a mixed force of infantry and machine-gunners north from their barracks in the Maya industrial heartland to threaten the Roman forces and engineers at Tunica. Many nations have agents in old Mayan lands who can confirm this.

              Out of respect for you I have ordered my generals to remain in defensive positions. However, if the Maya forces advance further to the outsirks of Tunica, start to pillage the land, or massacre defenceless engineers, I will have to take action.

              I have no desire to, and I am sure that this is deliberate provocation by the Mayan kamakarzi regieme. I will keep you informed.

                Creative Constructions Co Looks for Growth



                Creative Constructions has been growing lately. In addition to its corporate headquarters in Black Sabbath, the company has established branch offices in six major cities, covering a total of four Meduian nations. The company is pleased with its growth, but is still in awe of the scope of competitor Mining, Inc. established in the Roman Empire. Creative Construction's Chief Executive Officer, Vince Neil has presented to the board an ambitious plan for company growth. Profits are strong and there are many willing markets throughout Meduian and beyond.

                The company has focused mostly on large public building projects such libraries, museums, and also big commercial projects such as office buildings and factories (especially in Metalhead lands of late). But CEO Neil hopes to enter into the residential market.

                Population growth, especially in the New Spartan colonies has driven a growing demand for housing. Unfortunately with no presence (yet) in the colonies, CEO Neil turned to Executive Vice-President Duff McKagan to find creative ways to enter this market. After much consultation, McKagan suggested an ingenious plan to reach the explosive housing market in Staind, Rammstein, and elsewhere in New Sparta - mail-order houses.

                It certainly took some convincing, but Neil was impressed with the concept. With manufacturing still being established in New Sparta, most finished goods are still produced back in the old country. Colonists are used to ordering much of their goods through catalogs, like the famous Sabo & Whitford catalog. Building plans and materials could be assembled in production centers such as White Zombie and then shipped to the colonies.

                CEO Neil was impressed with the idea and decided to take out ads in various catalogs immediately.

                  A Recent High Level Meeting in Black Sabbath

                  The board room was filled with high level leaders throughout the nation. Axl Rose, governor of Guns 'n Roses was there, so was Foreign Minister Lars Ulrich, Defense Minister Ian Hill and Korn governor Jonathan Davis were also present, among many others. Even non-government figures such as Church of Metal High Priest Shavo Odadjian and Creative Constructions CEO Vince Neil were there.

                  Beloved eternal leader of the Metalheads, Ozzy the Bateater spoke first. His mind was still sharp, but his speech was so slurred and broken he now could only speak to others through an interpreter. His daughter, Kelly, translated for the assembled Metalhead giants.

                  Ozzy - I have called you all here to discuss a growing crisis in our nation. Perhaps the most significant one we have faced since the great civil war.

                  He paused to let the words soak in.. and to take a drag off of whatever it was he was smoking. He then threw copies of a report down on the table for all to see.

                  Ozzy - Reports are coming in from the Celts of giant machines of war being mass produced by the Khmer. I hear of machines that have broken free from the Terra's gravity and can fly high above our tallest buildings and mountains. Our spies report open talk by Rome and others of weapons of war so destructive they can destroy whole cities in seconds.

                  Shocked murmurs can be heard throughout the room.

                  Ozzy - The world is a scary place and getting scarier. While it is by now ancient history, some of us do still remember the costly war against our neighbors ages ago. Even though they were smaller and less advanced than us, they still nearly destroyed us. How then could we hope to survive in the face of the massive, advanced weapons the super powers of this world have produced? If nothing is done the very survival of our culture is threatened with extinction.

                  Jonathan Davis - What could we possibly do?

                  Axl Rose - Our economy is strong and growing. Our nation is rapidly industrializing as we speak and while we still lag far behind the great nations of this world, our science and technology continues to grow rapidly. We seem to be well on our way to catching up with the world.

                  Ian Hill - Ozzy is right, we are far behind. Our improvements to the economy are notable. Science, production, gold, culture, all impressive. Yet no matter how we squeeze our current resources we lag behind. Growth and acquisition of new resources is the only way we can possibly compete.

                  James Hetfield (Governor of Metallica) - We have claimed large sections of New Sparta. Our colonies there grow quickly! These new lands bring us much prosperity and growth, they should be expanded.

                  Ian Hill - Yes, they should. But we are not alone there. Other nations hem in our growth. And despite how fast new cities such as Staind grow, if we found a new colony in five years with 10,000 people, or even tomorrow, how long does it take to compete with the multi-million person metropolises of our rivals? Colonies are necessary, but we will always be a second rate power threatened by the entire world unless we find a quicker path to growth and power.

                  Axl Rose - What are you suggesting?

                  Ian Hill - Look at the world today. How did our rivals become strong? How did they grow to acquire their weapons of destruction that threaten us today? They gained their power through war. They took what they wanted because they could. They may pretend in public it is to save an oppressed people, or avenge a violated agreement, but there is one thing alone that drives the great powers of Greece, Rome, and others: power. Those who have feasted on the carcass of Piercia & Maya grew strong and powerful. Their new power is a threat to us and there is only one way to respond.

                  Shavo Odadjian - War?

                  Lars Ulrich - War?! Against who? What wrongs have been done to us? What possible reason do we have for a war?

                  Ian Hill - Resolving problems is your duty, diplomat. War does not exist to right wrongs, war exist for the strong to grow stronger. This is a world where the strong thrive and the weak die out. It is the natural order.

                  Shavo Odadjian - You have been corrupted by that fool Darwin. You and your kind simply like to push the weak around.

                  Ian Hill - We've got the power, and you betcha that we can use it. This is a fight for our lives, if you think we are just going to lay down and allow us to be threatened by massive nations, you've got another thing comin'.

                  Lars Ulrich - How are they threatening us?

                  Ian Hill - There is a race for fearsome killing machines, and we've got to grab the lead in the race or we are doomed. This is the time for steel, we must stop at nothing or we will be locked in as a second rate power for the rest of our days. As we've seen with Piercia and the Maya, second rate powers don't last long in this world.

                  Lars Ulrich - This is absurd, we may be behind, but we are not threatened.

                  Robert Plant - I am uneasy with using the law of the jungle to justify a war.

                  Axl Rose - I too am uneasy with this talk of war, welcome to the jungle...

                  Ozzy - Defense Minister Hill is correct. These terrible weapons of our rivals were not built to sit in warehouses. They were built to be used. Simply defending our borders is not enough, we must be proactive and aggressive and grow strong enough to keep our people safe. War is the only answer.

                  Shavo Odadjian - You are making a decision of death, while everyone around you pled for peace. If you want to make the forest turn to sand, I will have no part in it. Of war, we don't speak anymore.

                  With that, High Priest Odadijian stood and left the room.

                  Ian Hill - I will begin war preparations immediately. Some heads are gonna roll.

                        Communications twixt our nations are fraught with confusion and Vodka. I should know as my mother was Russian and I hold Russia dear to my heart - along with the Vodka.

                        However, several of my ministers are alarmed at Russian insinuations and inferences. Your ships have been constantly scouting the Khmer shoreline and we have not complained, knowing that your intentions would always be honourable.

                        Our Frigate and Destroyer that is exploring Russian, Mayan and Roman territory is merely for investigation purpopses. But if you are alarmed we shall remove them immediately. In addition we know nothing of this private ship you mention, that is until our navy discovered it and killed it. I hope you feel reassured.

                        We understand your confusion over the Spice trade and as mentioned in the diplo-screen dialog** we will continue to trade Spice to you but have refused your kind offer of gold per turn.

                        The Khmer wish no ill to any nation and have plans to explore the stars. We welcome any international aid to assist us in launching the Meduian Space Ship.

                          Shock News

                          President Rostislav Vladimirovich Murdered at Peace Conference


                          Yesterday afternoon, whilst touring Satricum, prior to the opening of the Summit The President was shot dead by an, as yet, unknown assassin. Aides tended to him as he lay dying but there was nothing any could do.



                          It is understood that Roman security forces have apprehended a suspect but as yet details are unclear. Who would have done such a thing? A domestic agititator or a foreign power? These are dark days for the World and tempers grow hot. Even at home not all were convinced of the President's policies in inreasing the military budget to over 35% GDP. Others, on the right, felt him to be too quick to make peace and that by doing so he besmirched Russian honour. To rule a nation is an honourous burden for never can you satisfy all.

                          News from Russia itself is very unclear. Prime Minister Vsevolod Mstislavich has, apparentently, been pushed aside as severe rioting broke out between rival gangs each condemning the other brought the Motherland to a standstill.



                          An energeancy Central Committee headed by Major-General Vasili Mikhailovich Blokhin is now attempting to restore order. This has little pleased many as words like 'Military Coup' are tossed about. General Blokhin, a rising star at Central Command in Omsk, is little known. How he has led the young officers to over-rule their senior commanders is a mystery. Nothing has been heard from C.in.C Marshal Kiril Meretsokov.

                            Congratulations on achieving the Apollo Program. The Khmer will be following with the same very shortly and constructing the Meduian Space Ship.

                            I wish your portronauts well.

                            It has come to my attention that you, Xristo, are concerned that the Khmer have upgraded troops for the Metals to assist them in their war with Spain. If this is truely a concern of yours I can categorically deny any such assistance. I believe the Metals do not have any units for which they do not have the technology.

                            The HRE are another matter and we have traded a few Tanks and other units to them for a GP and other favours.

                            I urge the HRE to stay out of this war.

                            I understand our Metal brothers reasoning for the war and will work tirelessly to influence a peaceful outcome.

                              OOC. I thought there was meant to be a storyline behind the lead up to war. One post in the lead up to a potential conflict is not really a storyline. Unfortunately due to real life I was not able to play my turns, where I would have been able to upgrade units, now that opportunity is lost having two turns of war go against me. Unfortunately this game has not lived up to my expectations.

                                We are insulted by the insinuation by Portugal that our proud army was assembled by the Khmer. Our proud fighting men were born, raised, trained, and equipped purely in their ROCKIN' homeland. The civilians of occupied Silver City can confirm that there is not a single Thai speaker in the bunch.

                                The Metalheads are a proud and strong nation and we can build our military just fine on our own, thank you very much.

                                As for the Other Offensive Comment by the Spanish, our spies have been watching your land for decades. We observed remarkably little change in your troop levels, positions, or status for many decades. Suddenly, about two-three turns before our troops arrived in Spanish lands and before war was declared you upgraded three or four units in Silver City to Machine Guns, and several old siege units were replaced with modern canon. Undefended cities were suddenly given proper defense and other troop movements were observed.

                                The fact that your military was stagnant for so long and suddenly experienced a burst of activity two to three turns before war began indicates that you did, indeed, have awareness of what would soon occur. The claim also that you weren't able to upgrade troops is also false as we observed many upgrades on the eve of war. Quite unfortunate for us in fact, but the result is still the same.

                                We will negotiate peace terms soon. But not yet. We hope you are more accommodating than the Maya in defeat.
