    OOC If Maya refuses tro make peace after such a process outlined above I believe a sub or AI should take over Maya. It would not be right in a diplo game for Sparta and Rome to be "at war" for the rest of the game as our bat 'loving' friend is threatening...

      War, war and more war. The Celtic people hung their heads at the terrible news spewing forth from the other side of the world. And now, war between Khmer and Portugal threatens this peaceful nation. In an effort to help protect these shores, Celtia adopts the stance of Roosevelt and begins preparing for defense in these dark times. Although peaceful, we will stand up for our brothers and neighbors.

        The Announcement of the Congress of Satricum

        My friends and fellow rulers Xristo, Yurya, Menalaus and Rostislav,
        Nations and Ambassadors of the wider world,


        I welcome, value and take seriously the concerns you have expressed regarding Roman actions in previously Mayan lands.

        Let me first remind you of recent events.

        Unilaterally (before Greece) Rome declared a ceasefire in Mayan lands, drawing to the attention of world leaders that the Mayan government appeared no longer to be seeking the benefit of the Mayan people, and seeking some world action under the title ‘Mayan Stabalisation Plan’. The key part of that was that Rome would hand over to the Mayan two major cities, and peace would be achieved.

        There was very little reaction from world leaders at this point. Other than from the Pacal who reappeared once more and declared that he would never agree to peace with Rome.

        Rome did not react to this extremely unhelpful declaration by the Pacal. Indeed it allowed numerous badly damaged Mayan infantry divisions to withdraw unmoleseted from the battle field, similarly a great general and great engineer.

        Then the Pacal, demonstrating that he still was in control of the Mayan people, even if he did not seek their benefit, used those same infantry division to attack and capture a city, massacring its defenders. This was not, with all respect Emperor Menalaus, parallel to the ‘small attacks’ the Mayan may have made on you. This was a major Mayan counter-offensive, capturing miles upon miles of land, a major conurbation, and destroying many Roman military formations.

        Reluctantly, friends, I did believe that my only option was to order Roman forces to resume attacks on the Maya until they were reduced to a position from which they could not mount a similar attack again. This we have now done.

        I have no intention of totally destroying the Maya (do not fear Great Xristo). I could have easily by now destroyed their remaining land in old Mayan homeland, and similarly their island fortress in the south seas. But I have not, and have no desire to.

        I have now already called another cease fire (as you requested Great Menalaus). No Romans forces have acted aggressively against the Maya for several periods now, and I sincerely hope they never will have to again.

        Such is the history and current situation, my friends, as I see it. However, what matters now is the future.

        I would like to propose a Congress at the Roman port city of Satricum (this pleasant port city overlooks the Roman sea looking south to Mayan lands; it is the city of my birth and I still hold a villa there in the port area which is has been very attractively restored since the Mayan destruction of the town).

        I invite each of you to attend, or to send and ambassador. Noting the limited representation that this would give to the Meduia, I invite also Brennus of the Celtic people to attend or send a representative, since his people are renown sailors and are well known in diplomacy in Rome.

        (I trust great Yurga that this meets your request for Rome opening up a diplomatic conversation with all interested parties).

        I would expect this Congress of Satricum to be an open, honest and frank conversation between nations to work out a response to the Korean and Mayan catastrophe. We must consider the fate of both the Korean and Mayan nations, both of whom have been let down by their leaders and drawn into wars they could never win. (For those who lament the Roman peaceful occupation of Tikal – the people there revolted to overthrown the Mayan armies loyal to the mad Pacal - remember than the Pacal attempted to buy Roman support in a doomed plot to burn Athens to the ground - the greatest city in our world).

        For my part I remain committed to attempting to find a way of stabilising the Korean and Mayan nations, and of granting them full-independence (I am glad that the Spartan idea of capitulation has now been discredited, though only in the case of the Maya I see, not the Koreans or Japanese). Be assured Rostislav, Rome shares your wish that the Mayan and Korean nations should not follow the Piercians and Inca into obliteration. However, given the recent history, Rome can only do this in exchange for guaranteed peace with the Mayan and Korean people. Sadly Yurga is right in describing the current Pacal as a ‘kamikaze leader’. I continue to be open to, though no longer have any confidence in, the possibility of the Pacal negotiating peace for the salvation of his people. If not, perhaps a new leader will emerge for the Maya.

        Great leaders, I hope that you will accept this invitation to attend the congress of Satricum and that together we can find a way forward for the Korean and Mayan people.

          I'll first visit Seoul though to inspect how things are in Korea.

            On matters more pleasing, I have set a date for the first full, free and fair elections ever to be held in Russia. I, it is true, was fairly elected to office by the free-will of all factional leaders following the overthrow of the tyranny of Andrei Bogolubski but now is the time for Universal Manhood Suffrage to come to pass in Russia. I have, myself, been both proposed and seconded as candidate for The Peoples Party of Russia. I await for other nominees to be put forward. The Duma have voted that an independent nation be asked to send observers to guarantee that nothing can be held to be amiss in this great step forward. I have signed their motion and ask that our distant friends, The Metalheads, send a party of observers to ensure that no election malpractice take place. I hope that they will oblige us in this as they are truly neutral whilst Rome and Khmer are known to be close friends of mine while other candidates might enjoy the favour of other, less savoury, Powers.

              I Xristo of Portugal share the same concerns as Yurya of Khmer. Why is Rome giving up Maya lands out to the Russians? It hurts us to see the free Mayan people subjected to such ill treatment. I leave for Rome at once to meet with Marcus, Menelaus and other representatives to find a solution to rebuilding the Maya civilization.

                Your lastest comments intrigue me.

                Recently you have complained that Rome is expansionistic, and yet now when Rome gives land away, you complain again. Forgive me if I am confused.

                Every time Roman influence has expanded, it has given cities to other weaker nations. I am not aware that Portugal or the Spartans have ever given cities to smaller nations, but maybe my grasp on history is flawed. I am sure you will be happy to correct me.

                The land Rostislav has offered to oversee on my behalf is land within the original definition of the 'buffer zone' from which Mayan forces had to be removed to safeguard the Roman Sea. It has nothing to do with the more recent issues of the kamakarzi Mayan state. I was pleased to accept this offer, as demonstration that Rome seeks safety, not land.

                Xristo and Yurya, you lead the two most powerful nations on the planet. Your technologies far outstrip those of Rome or any other nation. So why the complaints when nations more backward that you, help out even less fortunate nations? Anyone would think that you are embarrassed at other nation's generosity because it raises questions about your own.

                I await your arrival at Satricum, where I will be pleased to talk openly and honestly about the Japanese, Mayan and Korean nations. Indeed perhaps we ought to add the Inca to that list; for it is important that justice and impartiality is applied in international affairs.

                  I have been asked by the President to address your concern over the three amall Cities which Russia has agreed to take on the responsibility and governance for at the request of her old Ally, Rome. The cost, both in Gold and in human life, that Rome has expended in liberating areas of Maya beyond her modest requests for a buffer zone have been great. To police and protect these poor fisher-folk was but the least Russia could offer to do. You cannot believe that Russia has Imperialist desires? These Islands have simply been placed in The Russian Protectorate as have the Cities in Free Piercia. We wish we could offer them self government but, in this dangerous World, we cannot. They will, of course, enjoy the same freedoms and liberties as the meekest Russian citizen.

                  Look to the South mightty Portugal and Khmer! See what has happened there! First the World turned a blind eye to placing the tragic Korean people under Mayan oppression and now ignores the fact that an even worse fate has befallen them. Harsh indeed were the Maya, brutality is their stock in trade, but it is as nothing compared to the horror of Spartan Dictatorship. Ask your own consciences how you have let this appalling situation to be put upon them without raising a word of complaint. Did you condemn the unprovoked and groundless War against Maya? Was Russia thanked for freeing Piercian peoples from their miserable fate? Did Russia seek Japanese lands or turn them into a mere province? Did you offer support when Russia was attacked by a super-power? Do you even now fail to see how Sparta merely wishes to add Korea, and indeed Maya itself, to her Trophy Cabinet? The answer to all these qustions is NO!

                  Russia wishes only to see true freedom and liberty for these sad people. Sparta is nothing but an Imperialistic and respressive regime. Give Japan and Korea their real and deserved full Independence from the yolk of Hellenic oppression and this World will be a happier place. Look to yourselves, my friends, rather than denounce nations that will fight, even when out-numbered and out-gunned, to preserve the freedom of smaller nations! Let us hope that a full and frank exchange of views at Satricum will calm nerves and make the two most powerful nations on Earth see sense that they will no longer ignore Sparta taking the weakest nations on Earth as colonies and vassals!

                    I am glad to correct you, it was Portugal who gave the Piercians cities in New Portugal.

                    Anyone would think that you are embarrassed at other nation's generosity because it raises questions about your own.
                    So roman generosity is to conquer a whole nation (the current count stands at around 15 Mayan cities) with its Capital and Holy City?

                    I am not sure if Rome is the one who should hand out morale lessons here.

                      I'll send one of our history experts to Satricum to update you about the cities of Alcetas and New Tikal, former Spartan cities that were given to Japan and Spain. More Spartan cities were given to Japan in ancient history, that long ago that I'll have to ask my experts to learn me which exactly.

                        Forgive me Menalaus but the fact that such gifts by Sparta were so long ago that you can't remember them, does itself make a point. And its hard not to note that while you have given to Japan in the past, you have now taken those cities, and the whole of the Japanese nation, and half of Piercia as your vassals. And Xristo, you are right I had overlooked the Piercian cities on New Portugal, partly I must admit because in my mind giving land which I do believe you had recently said publicly you didn't want and a settler, seems to be in a different category.

                        But fellow rulers, forgive me if my grasp on history was faulty. But the point remains, people complain I am expansionistic and then complain again when I give away cities.

                            Wonderful news reaches me from Foreign Minister Aleksandrovich that at last Russia has been able to conduct a successful Diplomatic meeting with the mighty Viking nation who had hitherto shown little interest in talk with the international community. Minister of Trade Mikoyan has also sent word that another successful Trade Mission has been conducted with our dear friends, Khmer. Small matters remain to be settled over the value of Russian Sugar, finest in all the World, but otherwise Russian trade with Khmer thrives. I do so very much look forward to meeting you in person, Yurya, at the Congress of Satricum so that we might further cement our bonds of Friendship.

                            I am enjoying the most wonderful hospitality since arriving here in Satricum that I cannot find words to describe the pleasure of being in the company of my dearest friend Custos Marcus, even old Marshal Meretsokov has been moved to smile! We have had much to talk about! This World we share is a dangerous place indeed with falsehoods and calumnies spread wide and yonder to cause discord twixt friends.

                            Maya remains top of the agenda here but other issues need be addressed. My Intelligence staff have found disturbing evidence of a build up of Japanese forces in Occupied Piercia at PorPer. Scarcely the act of a supposed peaceful neighbour. Prime Minister Yukawa I offer you this evidence of Japanese provocation!.



                            I realise, and understand , that Japan has no option but to bend to Spartan will in these matters but you must understand that at a time when Russia is withdrawing Troops from Free Piercia such a policy must cause Russia deep concern! There is also the issue of the construction of a Hermitage in WildKoPer, against Japan's word that Cultural Attack would cease, and you must understand why I am a worried man. Menelaus, I will need speak to you on these matters before tensions should grow so as to disrupt the Peace we all crave for in Piercia.

                              Could you please explain why a Russian warship has been brought to the great bay between our two nations? For ages these waters have been peaceful fishing grounds for both of us. Your Russian Frigate is scaring the local Portuguese populace, please do take action to reassure that the vessel relocates to a more private spot.
