That's not how it works. You used 2 vouchers to get one tech right?

You have 13 remaining.

This is done in order to allow strong players to give weak players techs without handicapping themselves.

In this case, i gave two minor techs away en exchange for recieving one tech. I didn't give vouchers away, so that now i have 14 remaining, and rome has 13 remaining.

This is to prevent exploits.

Indeed, so Persia you gave away 2 techs thus now you have 13 tech/vouchers left. On the other hand Rome has 14 left.
