Player A gets a Game score of 2000 and comes top in each vote category.
Player B gets a Game Score of 3000 and comes bottom in each vote category.
Player A's final score: 2000 * 1.18 * 1.18 * 1.18 = 3286
Player B's final score: 3000 * 1.01 * 1.01 * 1.01 = 3090

Actually.. speaking of HRE... I've been using the CivStats Website for diplomacy, as it's a great way of keeping track of private diplomatic messages. The features can be found here: http://www.civstats.com/diplomacy.php?gameid=970 and HRE needs to check their Diplomatic inbox asap.

I didn't vote for anyone in the military category because I had no examples of it. I was not at war nor did I witness any wars, I heard of wars but that doesn't mean I knew what happened and how good the players did (propoganda is not fact).
That's why there could be some times where people simply can't vote, otherwise you are inclining people towards voting based on who they are allied/friendly with.

Not voting in one or more categories should not impact you getting votes from others. The only time you should get no votes recorded is if you dont vote atall
There will always be Stories categorry to vote for.
The Diplo and military stuff may not get votes every month nor should it.

If you really don't know who to vote for then just send in an e-mail that says: Votes session X: no votes in any category.
But since there's always activity in the story category at least I don't assume that there will ever be a month in which nobody can get a vote.
Not to mention that a military vote can only be cast for civs that actually are in a war.
If someone uses his military to force another civ something without using force, then that's worth a vote as well, imho. (ie. using your army to build up pressure to an enemy)
