I fully endorse Ozzy's point system. That's pretty slick.
I would say that you should add further levels to the religion though, you should give 10 points for 50% distribution of a religion, for instance, and another level for 75%. It's incredibly hard to do without some serious diplomatic work (or forced conversions!) and it makes the concept of Holy Wars actually worth something in the grand scheme, and may be a good way to push more into CS' idea of "same-religion alliances" without "forcing" people into it, so to speak.

Though getting up to 50% or 75% is pretty much impossible in a game like this. Unless we use the inquisition mod that allows players to remove religions from cities you'll never see numbers like that except very early in the game.

On the tech gifting thing...
I'm a bit unclear about the circumstances of Toni's tech gifting. I just skimmed the last 3 pages. But I think one example I heard is that Deity was inventing Civil Service (or something like that) and when his civ went AI Toni gifted the tech to the AI in order to prevent Deity from researching it himself and trading it to his allies. Is that correct? If so that is a pretty severe exploit and cheat imho.

The above is not a cheat, it was a clever strategy by Frank and Toni. You need to re-read the thread to understand the entire situation. Note that the discussion in the thread is not just about cheating so much as discussion based on Franks original post about justifying domination victories in diplo games.
On the other hand, the other example I think I heard is that Frank was planning to go to war with the Russians and Toni gifted a tech to them to upgrade their military. Was there no owner of the civ? Was it understood to be a vacant AI civ that wouldn't have a human returning to it?
This is a [that word]. Toni should have known better as a semi-vet diplo player because we discussed it quite a lot in HOTW7. I'm bothered he has held firm and not aplogised for this.

It is obvious to me that Toni deliberately gifted the AI Russia techs to thwart any military threat to himself. It is good strategy except that it's a [that word] - plain and simple.
Toni, did you contact Russia to do this and did you ask the AI to attack Germany?

Which I was actually wondering about, tbh. I would think an Inquisition type thing would be a great addition to a game that is supposed to be realism-oriented. Especially for countries that are theocratic, although organized religious types would, too.

You can't decide and go and take over an AI before all players agree on it.
Toni: MrLincoln had said that he would play the 19th, and he didn't.
And since MrL only played 1 session in the past 9 weeks, you can't claim to have very good human relations with Russia.
I can't really say that I'm happy with Mr.Lincoln's participation. He's obviously interested in the game, and excited about it. But he joins games he actually can't fit into his schedule, and once in a while he posts that he can't play, and if he says that he can play, he doesn't show up in 50% of the cases.
I'm sorry Mr.Lin, but your record is defenitely not good.
