Good Lord, I just noticed how old this thread is. Who resurrected this dinosaur?I do, however, know that when this thread was started and I replied, it was way too early to make another List. And btw, with two enormous Lists already made, I think we shouldn't make a complete new one, but rather use the old ones and build upon them(after removing what is already in place, Firaxis has done a great job listening to us!).

What I would want to see
I liked the graphic and game engine being seperate idea.
I want the AI to keep getting better and smarter, and rely even less on cheating.
I want the civics concept expanded- maybe with degrees of civics, you could go 50% Free Market, 50% Environmentalism
I'd like to see airpower worked on more, there should be three generations of aircraft, not two.
Enlightenment-era military should be expanded as well.
An Austrian and Venetian/Italian civ.
Timeframe extended to 2100
Something like the Barbarian Spawn we've seen in a civ IV mod
Revolutions
Terrorism should be included- though that might be too controversial
Religions to be different- I liked Eusebius religion mod as well.

I think from what I 've read Civ IV Bts is very good (Ps Just got it). So good as to be suggested as seen as Civ4.5.
Therefore the next in the overall Civ series should be Beyond Alien Crossfire.On the ISDG 2012 team at the heart of CiviLIZation
