If Argentina is in the game, they'll need a bonus. How's this:
In the modern age, unlike other civs who have "Inflation," Argentina can have "Hyperinflation"

Thailand/Siam - they were the only South East Asian nation to avoid European colonization; have been around for centures; their old capital was once viewed as the greatest city in the world (and having seen the ruins I was much impressed). Plus South-East Asia should have at least one civ.
Ethiopia - Only African nation to avoid colonization (barring a few years under Mussolini's Italy) and has been around for at least two millenia. Has it's own ancient Christian church and even more ancient community of Ethiopian Jews.
The Netherlands - conquered large chunks of the world, were an economic powerhouse
Portugual - conquired large chunks of the world; iniated European trade and exploration into the rest of the world
Turkey/Ottaman Empire - conquired huge areas of the Middle East, North Africa and the Balkans; reunited the original Islamic Empire; one of the key players on the world stage for the last few centuries
Korea - They've existed as a distinct culture and country for a long time and it would be good to have more East Asian civs
Israel - their culture has had more influence than any other and has been strong enough to survive many centuries diaspora. And ancient Israel has an interesting history.
Monomotapa Empire - Great medieval trading empire covering what is now Zimbabwe and Mozambique. Reached its peak in 1440s. It's capital Great Zimbabwe housed 18,000 people and included impressive monuments.
Rwanda - complex monarchy which spread centralised government and productive agriculture in the Great Lakes Region
Maya - because there is a lack of American civs and they built nice cities
LEADERS
Russia definitely needs Lenin.
Eygpt could do with another Pharoah, there are so many to choose from after all.
One of the early leaders of the united Islamic Empire before it fell to infighting.
It would be nice to see Disraeli, Gladstone or Churchill appear as leaders for the English. Maybe England should be changed to Britain - that's when the overwhelming majority of the country's cultural, scientific and military feats were accomplished after all; and Gladstone was of Scottish descent.
If England is staying, why not have Alfred the Great as a leader? He took back England from the Vikings against all odds, became the first true king of England, built the first decent cities since Roman Britain, sponsored the first books in English, was a good Christian (having "love thy neighbour as thyself" made an official law!), was generally considered wise, just and heroic and set up a dynasty which would be characterised in the next few generations by stability, wisedom and successful campaigns against the Viking invaders. If anyone is the founding father of England it's King Alfred.

His favoured civic should definitely be Organized Religion (and Hereditary Rule)
Other possible choices:
Arpad: the first ruler of Hungary, he was the leader who settled the magyar tribes in Pannonia in 896 AD
Aggressive - organized
Hunyadi Mátyás (Matthias Corvinus) - one of the greatest kings of Hungary. During his reign (1458 - 1490) the country reached its greatest territorial extent of the epoch, practically making Hungary the biggest and strongest Kingdom in Central and Eastern Europe. He was victorious against the Ottoman Empire, keeping them from invading Europe.
Not sure about the traits, but probably expansionist - organized.
... and to have a modern leader as well:
Lajos Kossuth, leader of the 1848 national revolution.
Philosophical - for the second trait something like nationalist would be appropriate, but since it's missing, let's say financial (was minister of finance before becoming prime minister)
Favourite civic: nationhood and representation (?)

(Siam's) old capital was once viewed as the greatest city in the world
Ayuthaya was indeed seen as the greatest city on earth by many and it was larger than Paris or London at the time of it hieght. It was burned to the ground by the Burmese in the 1780s. Even now, as ruble, Ayuthaya and Sukothai are impressive in the extreem.
Seriously I don't mind who's in the expansion.. I just want all units to have 1 or 2 UU's and every possible combination of civ stats. Playing as some of the crazier ideas seems like fun
I just want some nutjobs that are unpredictable in their acting, like Tokugawa but more clever. For example include the koreans with Kim Jong Il as a leader.
It's candy. Surely there are more important things the NAACP could be boycotting. If the candy were shaped like a burning cross or a black man made of regular chocolate being dragged behind a truck made of white chocolate I could understand the outrage and would share it. - Drosedars
Stalin+Hitler : Too evil and un-pc. Mao may have been a evil bugger too but since China is still relativly communist... Also he was nowhere near as bad as Stalin and Hitler. Churchill : They seem to be going down the monarchs route with Victoria over Disraeli or Gladstone (who would be best IMO). Also he wasn't actually that good a leader aside from a few years in the 40s.
New civs- Babylon: : A travesty not having them included. They should have been in above a few of the ones who made the final list. Celts : They were always good in Civ 2. Firaxis say they don't want tribals so no celts or native Americans by that route but WTF- We have Mongolians. They were never a civilization either, they just conquered and assimilated themselves into others.
I'll place money on Korea : extra east asians and Korea is a key gaming market. Not that insignificant either. Netherlands: Semi-major civilization. Also the Dutch are also a big gaming market
For Vikings maybe have Sweden instead then we could have Gustav Adolphus in as well as Vikings (even though most of the cool vikings were Danish or Norwegian...)
Several civs can be combined under a broader title.
Mesopotamian Civ -
Babylon - Hammurabi or Nebuchadnezzar
and
Assyria - Assurbanipal or Sennacherib
Levantine Civ -
Phoenicia - Hiram or Jezebel
and
Carthage - Hannibal or Dido
Whereas previously there hae been disputes over which should be in, this way the can both be in simply by using the two leader system.
Byzantines as second half of Roman civ.
The Apolytoner formerly known as Alexander01
"God has given no greater spur to victory than contempt of death." - Hannibal Barca, c. 218 B.C.
"We can legislate until doomsday but that will not make men righteous." - George Albert Smith, A.D. 1949 The Kingdom of Jerusalem: Chronicles of the Golden Cross - a Crusader Kings After Action Report
Or if we're doing that wouldn't Greece and Rome be grouped under the same (classical?) banner?
That's something for 5, doubt they would go that major in a add on.

Not really greece didnt become rome - it was conquered by them.
In the same way that you wouldnt group the bizantium empire with the ottoman empire, one conqured the other (or what was left of it...)

Don't be so cruel!
Seriously, Argentina had it. Brazil had it too. Btw, Germany had it, as well.
But I can assure you, the Brazilian (or Argentinian) solution was a little... less expensive!
