Well, he issued an edict making Christianity an official religion, and destroyed a fair share of pagan temples in the empire, changing them into Christian ones. Maybe Organized Religion then.
The problem with leadership is inevitably: Who will play God?

But he still didn't have a "state" religion... Christianity to him was only a way to hedge his bets, he still partook in Sol worship (or whatever it's called). Maybe he could favour bureaucracy or something.

Constantine was the emperor of the eastern part of Roman empire and he moved his capital to the city of Byzantium ( he renaimed the city Constantinople ). He is considered as the 1st emperor of the Byzantine empire, so i believe that if a byzantine civ is going to be included Constantine fits better in them

The other choice for Byzantines is Justinian i suppose.

Is it PC to add still living in the real world leaders.

                  USA: Bill Gates (creative, financial)
                  UK: Margaret Thatcher (organized, financial)
Arabs: Osama Bin Laden (organized, aggressive)

I hope you are kidding ?? Bill Gates a leader ? Why not Michael Jordan ?
For Bin Laden, I'm not sure we can call him a leader for Arabs ...

Well, it would be cool to have the following:
                        a) Some Native American leader (maybe Sitting Bull?)
                        b) Byzantines are Greeks actually, so we mostly need some Byzantine leader and I'd suggest Constantine too (though he is not my favourite).
                        c) Koreans? I can't suggest some leader, but I think they're fit in the game. They have quite a history.
And of course I'd like to see Hitler, Stalin and Churchill.

A great error should be rectified, and the Ottoman Turks (or just 'the Turks' to include the Seljuks and all Turkic speaking peoples and states) should be added- with Suleyman and say, Mehmet the Conqueror or Selim the Grim too.

I'd like to see Shah Abbas added to the Persians- to recognise the glories of the Safavid Iranian Empire, and someone like Shapur I or Khusrau Anushirvan for the Sassanid Iranian empires.

Something like the Dutch/United Provinces or the Venetian Republic or the Hanseatic League might be interesting too...

Aha! Maybe Aggressive AND Aggressive isn't such a bad idea. Why not be able to have the same trait twice, and double the bonuses? In this case it would be two free promotions and 1/4 cost for barracks and drydocks.

One migh argue that the vikings only were around for 200 years or so. Another option might be to include Scandinavians (as someone else also mentioned). Leiv Ericsson and Gustavus Adolphus could be candidate leaders.

Actually, was Alfonso X The Wise, king of Castilla y Leon, not Aragon. At the time the king of La corona de Aragon was Jaime I first, and later Pedro III
