[92] Holy Cities arise in a culturally oppressed city of any civilization with which the prereq tech discoverer has contact. This would be both more historical and would help game balance - as it stands now, Holy Cities going automagically to the discoverer of the tech just reinforces an early tech lead, and doesn't model history very well.
[93] There should be some mechanism for removing a religion from a city - either a city project that ejects the religion over time, or a missionary mission.

Leader bonuses and religious bonuses should not be set at the beginning of the game - they should be sliders that the leader can adjust, very slowly, throughout the game. Of course, I kinda feel the same way about UU
