It does. The Pentagon, in real life, lies on the shore of the Potomac River south of Arlington. That's where the Citadel is in the game. Getting there can be a little tricky if you try to go through Arlington, but it's easy to go around the ruins. You just have the raiders and such to deal with.

You know, with a construction kit and some online-service, there could actually be a ´world of fallout´, meaning, that any point of the earth could be modeled into a post-nuclear-war environment (by people actually living there) and people could play in it.
I'd really like to see a Fallout set in China. That would be REALLY interesting...
Maybe Bethesda can give that to a Chinese software house and get that going? Playing this game was so powerful for me when I saw the ruins of American civilization, and the struggles for people to put a little bit of it back together.
I'm sure that gamers in China would be equally moved by remnants of their own society, post-war. Echoes in the Forbidden City, the wind blowing through the Great Hall of the People, sandbags and gun emplacements around Zhongnanhai.
How about it MMO ? And have fans submit their areas, built with the construction set. The problem would be to link them all, i guess. But if it was possible, you could probably be pretty much anywhere soon. And people would actually feel attached to the game world - in quite a different way than ever before.
I think the scenary is tailor-made for modern RPGs BTW - vast area, setting that allows for a lot of creative freedom, and a good explanation, why there´s so few people around... plus i am simply deadsick of Middleearth-clone-worlds AND the beforementioned unique link to reality.
The MMO could work in that you may not be able to slow travel there, but you could put a marker in the standard FO3 map and then "fast travel" to the custom map when you get there.
One example is if I build a new Vault. You could just put a marker door in the normal map and then activate it to go to the new area.
I think cities could be more in depth with ruins..
Like have a building resembling YMCA except that maybe it was bombarded real bad, so you had no entrance in front, and the rear door you needed a great pick tool to enter, as it was a real tight entrance so you really had to pick and choose how you played with it to enter.
Of course, you would have to fight overgrowth and maybe music in the background from [i]The Travelling dingleWillnotsburries, maybe a big burly thug, skinhead looking dude, you would never get a real good look at this grotesque one-eyed monster, nickname Willy P. Johnson, you know him, hangs out in the shrubbery and then kinda pokes his nose into things he shouldnt.
I believe that radiation really messed him up, deformed head, veracous veins protruding down his back, drools uncontrollably. And he should wear a hat, his head looks like a freaking helmut
I think they should put a Super Mutant in the game called Gramps. He'll be articulate and intelligent but he'll only ever say innuendoes about naughty bits. The Player will be completely flummoxed about him.

I remember when Rogue Spear released plugins(?) so people could do these real neat mods
I did several as well, but just basic stuf like placing vehicles and obstacles as well as Tangos with waypoints to travel between
It really would be neat if like as mentioned here, you had some sort of "portal" to jump to another area like maybe New York City, Philadelphia, Los Angelas or Dallas
