Unfortunately, that's only going to last a few minutes - you'll need a permanency spell to make it, well, permanent, and that's a 5th level whopper. Sadly, in the world of D&D, that means the only ones with magically enhanced hooters are going to be female spellcasters or considerably wealthy nobles. But the hot vixen sorceress should be able to add some considerable jiggle once at 10th level.
