Put them where the pollution is... they reduce water pollution in a fixed radius from the building. I don't think they actually have to be connected to the pipes (but don't quote me on that).
Population more than doubled these five years, fueled by rising incomes in the region and an influx of refugees from Ohnoe. Says new arrival Barbara Newbie, "Elmwood is so much nicer. There's no reason I might accidentally take the city's name in vain."
Neighborhood Highlights
--------------------------------- Thousand Elms - Enrollment at the School for Nerds has tripled and many of the new graduates have gotten into the startup business. Their new companies don't seem to manufacture anything but they sure seem to have lots of money to throw around for office buildings and taxes. Mmm, taxes.
Foodvale- The rising tide at Thousand Elms is floating the neighborhood boat as well. With the extension of the subway line, this town's home to many of Elmwood's conspicuous consumers
Smiley's Ferry- Just a few years ago this part of town didn't even have running water. But add some pipes and some subway tubes, and presto, highrises like mushrooms after a rain.
Elm Works- Not long after the pipes reached the Ferry, in a major feat of engineering, the water system was extended beneath the river to the Works. At the newly opened Sunshine Heavy Industries plant, garbaged is melted down and recycled into new manufactured goods.
Cloyne- Still cut off from civilization, not much has happened here since 2005. The sorcery still goes on as it has before atop the ivory tower, and looking into the future, the visions show another commercial boom on the horizon.

The years '15 through '20 were ones of massive growth, the first major project was the construction of a new housing zone to home the masses from other cities, the radiation victims from Silicon Beach, Propaganda victims from Elmwood and so on. This zone is named Easy Breathing Island, for not a single smog-belching car can be found.
Firstly the Monorail was routed through the zone, mostly underground, only surfacing for stations. Once the zone opened half a dozen low wealth skyscrapers almost immediately popped up, followed by medium wealth scrapers, housing the more prosperous Sims who flocked to Easy Breathing Island to enjoy the car-free experience.
The City of Ohnoes enjoys unrivalled prosperity, with low wealth now the minority.
The War on Cars goes well, all newly zoned areas are completely car free. It remains to be seen whether existing areas will be purged of cars.
Other notables:
The Monorail and Rail networks have been linked at two points, via adjacant stations. Both networks have been expanded to provide better mass transit access to older areas of the city.
A Disease Research Lab was built on Arms Length Island to help cure immigrants of their various ailments.
In year '18 city funds built up to over 150K, a University was built in the corner of the map, along with industrial and commerical zoning for another high tech park.
Two new Toll Booths have been added, to roads that connect previously unconnected areas. The income from mass transit is now well over double that from tolls.
Pressing Issues:
Budget Surplus: It keeps growing and seems unstoppable! But there are possible solutions...
Garbage: The capacity of the W2E plant has been exceeded. There are two solutions, Recycling Centers or an export deal. Building a second W2E plant is unacceptable, in fact it would be preferrable to tear down the existing one and export all the trash.
Power: The capacity of the 2 Coal Power Plants has nearly been exceeded, the probable solution will be blowing them up and building 2 new Oil Power Plants, any additional power will have to come from windmills.
Amazing growth in this period, yes indeed. Residential population nearly doubled. R$$ growth finally took off, as expected, and there was some R$$$ growth as well. In order to ensure that the less wealthy still had places to live, a small portion of land was zoned high-density residential, and tenements quickly came into place there. Commercial growth also continued at a nice place, but instead of CS$, it was the medium and high-wealth commercial (offices and services) business that moved in. In order to accomodate them, a new airport was built out on the southern side of Takeshi Bay. A real city hall was built, much to the relief of the city council, who had had to hold their weekly meetings at a Starbucks before the new building was built. Also, a new waste-to-energy plant was built, as space for landfills was running short.
Also, in order to ease navigation through the city, all of the city's streets were named. Each portion of town has its own theme:
Streets on the Southwest side were named after US presidents.
Streets on the Northwest side were named after airlines. (Streets on Progress Point named after defunct airlines.)
Streets on the East side were named after US states.
Avenues were just named whatever.
There was very little growth in the last 5 years, most of the regions budget was actually spent driving out dirty industry so manufacturing could take its place, this also helped rid the bay of water pollution, attracting more tourists around the new marina and commercial development along parts of the coast.
Nothing much else happened.
Future development:
* restrict upper-class housing development
* no high density residential development
* maintain manufacturing as the majority industry
* convert to oil and gas power
* build some kind of castle
