      Things are picking up a bit for Mergdale - the high wealth residential sector has had a boom, and commercial sky-rises continue to be built. A statue of Mayor Ludd was errected, although the sculpter seems to have mistakenly made it in the image of a woman.

        There's been a boom in the commercial sector, and considerable development in the high-tech industrial sector as regionwide Education increases. These two developments have led the way to the development of a growing upper-class in Blountberg.

          • Continuing the People's Struggle for Affordable Housing
            East Central 2025


            Regional prosperity and investment in education paid off in East Central, with lots of office development. A City Hall has finally been built and downtown is taking off. This was not without its side effects, however - the influx of bourgeuosie led to the razing of low-income housing for shiny condo towers, threatening the homes of the city's people.

            • To stem the tide, taxes on the invading yuppies were hiked up to 12%, bringing a windfall of revenue and reversing the migration. Many of the newly vacated condos were subsequently converted into residential hotels.

              • Still, demand for cheap housing kept growing, and was finally only resolved by the construction of another subcity. Two rail stations serve this new dense development.

                  -Plant Trees near Public Buildings and Historical Housing Project Towers
                  -Raise Mayor Rating - any suggestions?
                  -Expand high tech and agricultural industries
                  -Build fifth satellite city if necessary

                  • Epwood has cleaned up it's act in the last five years. Crime was the first priority of the mayor. Small and Large Police stations were built around the city and crime dropped by more than half in five years.
                    Traffic was another problem in Epwood.
                    The subway system was expanded but this proved to be insuffiecent. Therefore another solution was devised: One Way Roads! These were constructed throughout the commercial district and greatly reduced traffic.
                    Another problem was pollution. Plans to demolish Area 51 were created, but canceled at the last second when it was discovered that it would cost $45,000.
                    It was then decided that Epwood's famous Industry had to go. Taxes on dirty industry and manufacturing were immediatly raised to 20%.
                    Sadly, they didn't get the message, so more drastic measures were taken. By 2025, about one third of the dirty and manufacturing industries were demolished, and in there place sprouted cleaner high tech.
                    To help increase high-tech demand, Epwood decided to increase it's resident's education level. Museums and libraries were constructed around the city, along with this beautiful University:

                    the mayor.



                    The Resident's of Epwood are also much wealthier now than they were five years ago, as incomes increase by $20,000.



                    Goal's for the next five year's:
                    -Work to further relieve the traffic problem.
                    -Complete the conversion to High Tech.
                    -Replace Coal for Solar Power or possibly Nuclear.
                    -Get rid of Area 51
                    -Build an Airport.
                    -Build a Zoo
                    -Build some other Goodies

                    • Fray Bentos '25

                      Stats:

                      Like some of the surrounding region, Fray Bentos has increased its high-tech industries, brought on by the high education, cleaner living, and high taxation on polluting industry. This taxation has given huge profits to Fray Bentos, allowing for a new Solar Plant and Waste-to-Energy Converter, the mayor also added that a second Solar Plant and a scattering of Wind Farms is planned in the next 5 years, to make Fray Bentos the cleanest city in region.

                      A new high density residential development has also been started, the first in Fray Bentos, this small area has ballooned the population to over 11,000, an extra 7,000 from 5 years ago. This has unforunately not come without its problems, there have been numerous complaints from residents of the old Countryside Development, "they smell and need a wash" said one old lady, the mayor has denied this is a major problem saying, "we'll plant some more trees".

                              • Sorry to keep everyone waiting, I've been somewhat busy...

                                Well, it looks like the commercial demand bubble is starting to burst, despite heavy development of the new central business district, including the construction of a massive landmark, return on investment is lower than expected for this financial period. The budget is still showing a surplus thanks to foresight in road planning and the intelligent placement of toll booths and mass transit, as well as increased tax revenue from the expanded residential populace.

                                A university was also constructed to ensure the continuing strength of Y City's education system, nearly 100% coverage has been acheived for all forms of education, from elementary to university and beyond. Unfortunately, funding for museums is not available in the budget at this time due to other financial obligations.

                                Demand for High-Tech industry is trending upwards, unfortunately, the air polution in the main industrial area prevents this expansion from occuring, perhaps once sufficient capital is available to replace existing coal-fired plants with cleaner solar plants. The growing energy demands of the expanding residential populace required the re-activation of the backup coal plant in order to ensure sufficient surplus so as to not jepordize the neighbor deal with Mergdale. This is viewed as undesirable due to the increase in air polution, as a stopgap measure, a tree planting campaign received funding and will mature in a matter of years, filtering out some of the increased polution.
