Each spy can target the entire trade phase
3a. Production: Scientific Research
3b. Production: Military (armies, nukes, SDI)
3c. Production: Civic. Wonders, then Cities. (you can build and make use of the Trans Siberian RR the turn it is built.)
3d. Conquered cities rehabilitated free of charge.

A spy sent can rehabilitate captured cities and you can earn tax income from them on the same turn that they are captured?-->Visit CGN!

No you don't earn income on ones you've just captured, but you do earn income on those that you've captured the previous turn. I put that in there to show the relative sequence of it.Visit First Cultural Industries

Whoa, trade is way overdone. There should be a limit on how many caravans you can send. Perhaps limited by tech level. That was way to much income and brought the game to a head way too quick, IMO.
BTW no more orders from me. I cede all my money and cities to Ljube.We're sorry, the voices in my head are not available at this time. Please try back again soon.

Which limiter should we go with for the next game?
1) limit the number of caravans to tech level?
2) traed income can't be used the same turn.
