He's old, playing for a team he doesn't like, has Randy Moss as his primary receiver who hates the city and the team, injuries to Berrian and Rice, etc.

I picked Garrard in both leagues over him. Why did I pick Garrard? Consistantly underrated. Throws well, but not for many yards. Did what I asked of him and played big on the bye for Rivers. In the QB league with FFZ he was dominating Flacco.

Let's see. 4 game suspension to start the season. Middling QB for stats when he plays a full season puts him at the bottom of the chart. He was a shot in the dark for whomever was willing to snap him up. I wasn't one of those people. Same with Vincent Jackson, with the caveat that I actually like Vincent Jackson. Suspensions are like injuries that are built in. They suck.

That seems to be from 2011 Sloww, so not really relevant. IIRC ESPN rated Moss as the number 2 wide receiver last year, higher than I had him but he was in my top 10 for WRs.
