Flutie came into the NFL and was so-so at best. A good backup QB really. Flutie was like Charlie Batch or Tommy Maddox (hell, Tommy Maddox lit up the XFL).
The talent level in the CFL is so low that it's really probably lower than Division I football. I'm not going to look at guys like Colt Brennan or Graham Harrell and question why they aren't starting for any NFL teams even though they were shockingly good college QB's because college ball is not the NFL. Neither is the CFL.
Honestly, it tells me a lot about the CFL that one of the best CFL QB's right now is Henry Burris (#10 all-time CFL passer and will be #9 soon enough) and *grumbles* he was a Temple product. No Temple QB has ever been good Trust me on this one.
