Berz, I think that's part of it. The other part of it is them trying to make it look like he's saying things that he isn't saying and things like that. For example, Giuliani recently said that collusion isn't a crime. In context it's clear that what he was trying to say is that this whole thing is ridiculous. But there have been a bunch of talk about the President admitting that he colluded with Russia. That's the hoax.
