I think it's pretty obvious that the problem is the people who 1). Don't raise their kids right. 2). People who blame the victims 3). People who commit the crimes.

Perhaps the parents don't have the time toi raise their kid right,
because both of them have to work fulltime, as their wages are so low that one single persons wages (as ricketyclick said) isn't enough to get one person through ... and therefore both parents have to work if they don't want their kids to starve or walk around in clothes that are 6 or more years old.
Or both of them have to work fulltime, because one of their kids has some chronic illness that requires it to get expensive medicines every day ... and the medical insurances don't cover those costs

That's true. My neighbor is working two jobs. She isn't married, and she got pregnant. I just try to act happy for her, and I am. I hope the best for her and her child, but I know the statistics.
