According to the article there are lots of californian soldiers affected by this.
Perhaps they should get together and defend themselves via some kind of class action in court.
And I agree, this is absurd. Especially since it was not just some kind of sincere mistake on side of the government agency, but rather, the offer of more bonus money was a deliberate action taken by the recruiters in order to attract enough recruits to fulfill their enlistment goals.
Had they offered less money, they would (probably) have gotten less enlistees for Iraqu and Afghanistan, so the amount of money actually resulted in a benefit for the state.
So, what the state does now sounds to me like the state first pocketed the benefit gained by the heights of the enlistment bonus (i.e. the amount of enlistees they got) and now refuses to pay for the costs (or, more exactly, wants back the money that was the reason for getting all those enlistees).
