I cant be all wrong. most in law makers seem to agree. if they didn't I would think more laws would be passed.

Seems if someone wasn't familiar with the exact figures, saying "monthly" to describe something that happens once every 60 days wouldn't be horribly inaccurate. If anything, he should be given credit for guessing the frequency with pretty good accuracy.

For most western countries that calculation became a no brainer. This is just revisionist nonsense though. That golden age where every family was a stable unit, and kids all had manners and were well behaved just never existed except in the imaginations of 50's movie makers. This really can't be repeated enough, crime is decreasing year on year. Its reported as higher than it was back in say the 50's, but its also worth remembering that a lot of violent crime never went reported in the past, particularly domestic abuse which was incredibly common but generally not even considered a crime.
