What exactly is preventing you from reading the God damn law? Especially when I both linked the law in total and copied and pasted the relevant section. It ****ing says For the purposes of this section, personalized handguns shall be deemed to be available for retail sales purposes if at least one manufacturer has delivered at least one production model of a personalized handgun to a registered or licensed wholesale or retail dealer in New Jersey or any other state. Use the brain God gave you and ponder what a licensed wholesale or retail dealer be referring to. If the only way for firearms dealers to be licensed is with a Federal Firearm License, what else do you think it could be referring to? It also refers specifically to dealer you numb nuts (a specific category of FFL).

It's a little complicated. There are certain regulations in place for imported firearms that don't exist for others. It has to have a "sporting purpose" which basically just means you can't import stuff that would have violated the 1994 Assault Weapons Ban. You can import it and then convert it to something that would, but it has to have a minimum number of domestically made parts in it.

As a result, most Kalashnikov pattern rifles in the United States are made in Russia and Romania with a traditional style stock and then converted to use the standard stock and magazines in the US, with US-made furniture, trigger, and fire control group to meet the minimum parts requirement.
