And Romans makes it clear that sodomy is still sinful. The punishments from Leviticus may not apply - but that doesn't mean that Jesus thinks sodomy is a-ok.
Also - the bible distinguishes from those who suffer from temptation and those who actually engage in sin. We are all tempted to sin - but we are called to overcome our temptations.

We have Luke's words on that (the Book of Acts). We also have the early Church's word on that - which was also inspired by the Holy Spirit. Heck, the Gospels were likely written with Paul's letters in mind, seeing as Paul's letters are the first writings on Christ we have.

As does Paul himself. He acknowledges his sinfulness and that he does that which he considers wrong - that is why he is so grateful for the grace of God.
